reason is a closed program with no outside support, FL has VST support. I don't know much about FL since i never used it, but it's supposed to be basic and simple.
reason is basic and simple too, very user friendly - but there is a small threshold you need to get over, since everything will look really confusing to begin with (unless you're used to outboard hardware...)
